Department of Homeland Security – Federal Emergency Management Agency

When the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) Office planned to update and modernize its IT support for emergency management, ALTA was called upon by its teaming partner to provide key members of the project.


The agency's Office of the CIO was modernizing its Information Technology Services Division (ITSD) to enhance services provided to customers under the Enterprise Applications Development, Integration and Sustainment (EADIS) program. The goals of the program were to:

  • Stabilize and integrate technology
  • Provide cradle-to-grave emergency management support
  • Protect the emergency management infrastructure from compromise
  • Enhance Homeland Security infrastructure
  • Reach CMMI Level 3 application development standards
  • Enhance and implement project management practices


Working in a sub-contractor capacity, ALTA identified and provided top talent in the following areas:

  • Application Architecture specialists to enhance the functionality of current applications, to meet growing demand
  • Development teams to create and deploy new applications and technology, to increase efficiency and capability
  • Configuration management for the development and maintenance of the testing environment
  • Communication specialists also working on the development and maintenance of the testing environment

Montgomery County, MD Government

The Montgomery County, MD Government (MCG) chose ALTA to support its Oracle ERP implementation, which replaced legacy systems and added a 311 system.


Montgomery County initiated an $80M project to replace its legacy systems in Finance, Human Resources, Time and Attendance systems. At the same time, a non-emergency 311 system was planned to increase services to constituents.

The Oracle E-Business Suite was chosen as the ERP platform to replace the legacy systems. The magnitude of the retooling effort required outside expertise in a number of areas across the organization, including change management skills to accelerate system acceptance and usage.


The program and deployment of the new systems is on time and on budget.

U.S. Department of the Treasury

Through ALTA's partnership with a large integrator, resources were deployed to work on a PeopleSoft upgrade.


The Department of the Treasury's Human Resource system, "HR Connect", services all Treasury employees and is certified as a Government HR Line of Business (HR LoB), an initiative launched to streamline and rationalize functions via an agency / service center delivery model. The agency had a hybrid PeopleSoft 8.3 and 8.9 system which was to be upgraded to PeopleSoft 9.0.


To support this Treasury upgrade project, ALTA team members provided both functional and technical support. The team worked in the following areas:

GSA Personal Identity Verification Cards

As a teaming partner, ALTA provides program management and registrar resources for 90 people in 30 states.


As part of an identity management and security effort at GSA, Homeland Security Presidential Directive 12 (HSPD-12) mandates that an identity card be used for authenticating access to physical and logical agency resources. The Personal Identification Verification (PIV) cards contain a digital photo and are embedded with integrated circuit chips containing biometric data including fingerprints, which can be used to verify the card holder's identity.


ALTA is responsible for the sourcing, hiring, and day-to-day management of more than 90 people in 30 states, the District of Columbia, and Puerto Rico. The staffs are trained in the PIV card data collection process, and assist those obtaining the cards with this process.

ERP In-Sourcing Project for a Large Government Contractor

ALTA was selected to provide staff members responsible for key deliverables, when a Large Government Contractor in-sourced its PeopleSoft HR system from a large system integrator in a multi-phase process.


When the Large Government Contractor began the process of in-sourcing its PeopleSoft Human Resource system from a large integrator to its internal IT organization, outside resources were required to support this effort.


ALTA consulted to support the Large Government Contractor's PeopleSoft in-sourcing initiative in multiple ways, phased over time. The successful transition increased customer satisfaction while reducing the overall cost of system ownership. ALTA managed the PeopleSoft upgrade from version 8.9 to 9.1. Additionally, ALTA provided top talent to help the Large Government Contractor develop:

  • A transition plan
  • A technical architecture Plan and Documentation
  • Configuration management
  • A Business Continuity and Disaster Recovery Plan
  • A Governance Model for ERP, to be potentially used for the Enterprise

A Large Financial Services Company

When the Securities and Exchange Commission required a Large Financial Services Company to restate prior financial statements and conduct a review of accounting practices, the company turned to ALTA for the experienced, highly trained IT staffing needed to accomplish this massive undertaking.


The SEC required the Large Financial Services Company to restate prior financial statements to eliminate the use of hedge accounting and, to the extent material, correct for errors in its accounting for deferred purchase price adjustments.

This process, which took several years, involved every line of business and entailed a comprehensive review of the financial company's accounting practices, including those related to derivatives, mortgage purchase and sale commitments, and investment securities, among others.

The largest part of the project involved reprocessing historical transactions, as well as demonstrating the accuracy of the accounting the financial services company used for those practices where the accounting practice was unchanged. This produced a complete re-audit of all aspects of the company's financial statements. This process required teams of contractors in the entire SDLC.

When the Shared Service Center for a Large International Hospitality Company decided to outsource its ERP Operations and Maintenance support to a large integrator, the company turned to ALTA.


The Large International Hospitality Company needed to supplement its full-time staff in order to execute a complex and demanding transition in a timely fashion.
